A year ago Wednesday, Sherry Houtz was walking on Interstate 99. Between 3:45 and 4:03 a.m., she encountered a vehicle. It hit her and drove away. The 32-year-old woman died at mile marker 72.6.

On Tuesday, state police at Rockview issued a reminder that the case remains “active and open.”

For Betsy Houtz, it is a wound that will never close.

“I’ve lost my parents, and I’ve lost sisters, but it’s nothing like losing a child. Even though she was an adult, she’ll always be my little girl,” said the victim’s mother, who lives in Bellefonte.

Atwater police on Wednesday released a series of surveillance photographs in connection with a hit-and-run incident last month that sent a 59-year-old man to the hospital.

John Tolentino suffered 26 broken bones in his left foot Jan. 25 when he was struck by a car that then backed up and struck him a second time before leaving the parking lot of the Royal Crown mini-mart at 2689 N. Buhach Rd. in Atwater.

Doctors told him they’re not sure they’ll be able to save his foot, Tolentino said. He and his wife, Patricia, both suffer from cancer, which makes him a poor candidate for surgery.

“It’s just killing me, I’m in so much pain and I’m the only driver and my wife and I have to pay someone to drive us around,” Tolentino said Wednesday.

A local driver has been on the run for a year after police say he hit and killed someone who was simply crossing the street.

Friday will mark one year since Tommy Gann was run down near the intersection of Southeast Holgate and 15th.

Right after the crash, police identified Victorio Nogueda-Barrera as the driver, but they haven’t been able to find him anywhere. Gann’s family says they are tired of waiting and are now taking action.

“We want him found now,” said Gann’s niece, Melissa Ash. “He’s still out there, and my uncle is dead, it’s not fair.”

“It hasn’t been easy, my uncle was a good man. He was a dad, a papa, he loved his grandchildren, he loved his daughters, he loved his family.”

Thursday Gann’s family walked all over southeast Portland posting fliers with Nogueda-Barrera’s picture on them. They concentrated on areas they believe he used to work, in particular 188th and Stark.

“We think he had a fruit stand over here, so we’re just hoping by posting these fliers someone recognizes him and turns him in,” said Ash.

Dwight Bradford was awakened by a crunching sound about 4 a.m. on a Saturday last summer. He looked outside and saw a group of people trying to maneuver a car into a garage outside the house he was renting on North Coolidge.

“They had it on the back of a little U-Haul truck and had it covered with a tarp or something,” he said.

Bradford had seen on the news that Wichita police were looking for a silver Mercury Grand Marquis that had been involved in a fatal hit-and-run accident July 5 on 21st Street. After the group with the U-Haul left, he said, he went out to the garage and looked under the tarp. It was a silver Mercury Grand Marquis with a smashed windshield and front-end damage. He said he called Crime Stoppers later that morning.

“I immediately knew that was the car they were looking for,” he said.

Bradford, who is 44 and unemployed, said he was happy to hear that Crime Stoppers had authorized the payment of a $1,000 reward for the tip that solved the case.

Thank You, State Sen. Larry Farnese, For Continued Efforts To Strengthen Hit-And-Run Penalties

This is what my skull looked like for a few months after getting hit-and-run.

This is what my head looked like for a few months after getting hit-and-run.

Yes, I’m frustrated with the Pennsylvania state legislature’s inability to sufficiently bolster penalties for hit-and-runs that would serve to erase that whole leave-to-sober-up-get-lower-penalties loophole.

But what I’m not frustrated with are state Sen. Larry Farnese’s continued efforts to break through that wall on behalf of hit-and-run victims across the commonwealth.

Today, I got word that Farnese plans to reintroduce legislation to hike the penalties.

“Each life that is impacted by a hit and run accident deserves to be given adequate justice,” he wrote in correspondence seeking co-sponsors.

Here is that note in its entirety:

February 19, 2014 10:50 AM

Sen. Lawrence Farnese
Hit and Run Accidents

In the near future, I plan to reintroduce legislation that would address hit and run accidents involving death or personal injury under Title 75, sect.3742. In 2012, HB 208 (Reed) was signed into law, which provided for sentencing enhancements for hit and runs resulting in death.

This bill is similar to SB 889 of the 2011-2012 legislative session, which moved out of the Senate Transportation Committee. However, several changes have been made with the help of Senator John Rafferty, the Pennsylvania District Attorney’s Office and Mark Bergstrom at the Pennsylvania Commission on Sentencing.

Specifically, this legislation provides for an additional fine and consecutive minimum sentence to be served for each victim who suffers serious bodily injury (SBI) or death. The legislation also provides sentencing enhancements if the assailant was driving under the influence, terms that would be required to be served consecutively under the bill.

Hit and run accidents can have the devastating effects on individuals and their loved ones. We need to ensure that individuals who attempt to evade their responsibility when they cause an accident and do not stop are held accountable. Each life that is impacted by a hit and run accident deserves to be given adequate justice.

I hope you will join me in sponsoring this legislation. Please feel free to contact my office if you have any questions concerning this proposal.

Thank you, Sen. Farnese, for not giving up. I thank you, and all hit-and-run victims thank you.

Police released this video (the initial video, which has since been edited, showed Gredic getting hit; it was tough to watch) of the collision in the hopes that it’d lead to identifying the scumbag driver who values nothing but his/her own well-being.

Take a look. If you’ve seen this vehicle, call the police.

If you see this suspect do not approach him, contact 911 immediately.

Prosecutors say the truck needed to be taken because Loughnane could not be located, a pending rainstorm threatened to wash away possible evidence and a spare set of keys were inside the truck, creating the possibility it could be driven away.

When the Rev. Francis X. “Butch” Mazur read about the recent hit-and-run fatality in the Town of Evans, the news story hit him like a thunderbolt.

“I know exactly how these people feel,” Mazur said, talking about the family of Barry “Bob” Moss, who was killed three days before Christmas on Route 5 in Evans. “My family and I have been through the same thing.”

Police have made some progress in the probe into Moss’ death, impounding the sport utility vehicle that they believe hit the 52-year-old father of three. But so far, there have been no arrests.

Mazur, chaplain of the Erie County Medical Center, has been closely following the Moss investigation. He said the case brings back memories of the death of his sister, Susan T. Mazur, a widely respected school teacher, who was struck and killed by a hit-and-run driver in Evans 28 years ago last week. Her death has been unsolved since Feb. 17, 1986, and is one of four unsolved hit-and-run fatalities in the town.

“The police chased all kinds of leads but never got anywhere,” said Mazur, 64. “Even after all these years, our family still wants closure. We want answers about what happened.”

Anyone who drives off after hitting another vehicle and injuring someone would find themselves the subject of intensive manhunts under a bill that won preliminary approval in the Colorado House on Tuesday.

The measure, HB1191, would operate similarly to the more well-known Amber Alert, which uses the media and other sources when a child is abducted.

This system, created in Denver in 2012 and now operating in at least one other Colorado city, would do the same for hit-and-run drivers, but only in the case of serious bodily injury or death, said Rep. Kathleen Conti, R-Littleton, who introduced the bill with Sen. Steve King, R-Grand Junction.

“This will assist our law enforcement in the apprehension of the folks that would flee the scene of a serious bodily injury or fatality accident,” Conti said.

MIDDLETOWN, CT (WFSB) – The family of a teenager who was hit and killed by several vehicles more than a year ago said they still do not have answers.

On Dec. 7, 2012, Cailyn Bassett, 15, was walking along Saybrook Road in Middletown. She was on her way to the Fellowship Church for a youth group meeting from a bus stop when, according to her family, she was struck by three cars and a truck.

The incident was caught on camera by a neighboring business, investigators said.

Joan Bassett, Cailyn Bassett’s grandmother, said the weather may have played a role.

“Nobody knew it was a person, they thought they hit a bump because it was foggy,” she said.

That theory, however, was never confirmed and Cailyn Bassett’s death was still under investigation as of Thursday.

[E]xperts who have studied driving behavior say drivers flee the scenes of accidents for a variety of reasons.

Sheer panic is perhaps the main motivator, experts say, but a driver might be under the influence of drugs or alcohol, lack insurance, or may be wanted on other criminal charges.

“It’s fear of getting caught, particularly if a hit-and-run driver may have been driving recklessly or drunk,” said James Fox, dean of the criminal justice college at Northeastern University. “It could be someone who is fleeing from another crime or someone without a license.

“It could be someone doing something they shouldn’t be doing or have someone in the car who they shouldn’t be with.”

Police officers who investigate hit-and-run cases say they are surprised at how many law-abiding citizens will run away from an accident.

“It’s only human nature that a person is going to be traumatized or scared in any type of automobile accident, let alone running down three pedestrians,” said Chuck Barham, a detective with the Sacramento police department who has made a career out of investigating hit-and-run accidents.

He allowed an unlicensed driver to drive this vehicle, so he allowed her to do this,” said Cpl. PORTLAND – Supporters of an alert system designed to spread the word about hit-and-run crashes hope to bring the system to Oregon.

The Medina Alert is named after Jose Medina, a 21-year-old man who was killed by a driver in Denver who drove away after the crash. The Medina alert is about 2 years old in the Denver area.

Police said it has generated tips and arrests. It works much like an Amber Alert. Vehicle information is sent to highway reader boards, but also to on-board computer screens in taxi cabs, delivery trucks and other vehicles.

Information also can be sent via text and put on appropriate websites.

“Hit-and-runs are one of the most unsolvable crimes in law enforcement and law enforcement needs our help. And if we are truly going to be out brothers’ keeper we are all have to do our part,” said Larry Stevenson, a retired Denver Police Officer who developed the Medina Alert.

Kristi Finney is pushing to get the Medina Alert to the Portland area, which would make it the second major metropolitan area to have it.

Her son Dustin was 28 years old when he was killed by a hit-and-run driver in August of 2011. Dustin was riding his bike when he was hit. The driver was arrested within a few hours, but Finney knows that isn’t usually the case. She hopes the Medina Alert will help catch hit and run drivers, and give victims and their loved ones some help.

Denver Police say Gunnells was hit by a driver who didn’t stop. Among his injuries were fractured ribs, a concussion, scratches and a punctured organ. He spent a week in the hospital and will recover the rest of the time at home.

Gunnells says he never expected to be hit by a car because he is always cautious, but still considers himself lucky to be alive. He also says what happened to him will help him be an even better example to the kids he coaches. “That night (of the funeral), he (White) contacted me and said put some beers on ice for me, I’m going to come up there and have some cocktails … and I totally flipped out on that,” said the former manager who gave her name only as Chris out of fear of retribution. “It’s so inappropriate. The boy is being buried.”

Twenty-one-year-old Melissa Laribee, who lost both legs after being struck by a hit-and-run driver in Norwich in October 2012, told a Superior Court judge Friday that the crash destroyed her dreams.

Laribee rolled up to the court bench in a wheelchair to address Judge Kevin P. McMahon as Amalia Rivera, 37, who had pleaded guilty to evading responsibility, a felony, was sentenced to one year in prison.

“I was an independent 20-year-old woman who had my own apartment and future plans to become a police officer,” she said. “My dreams were destroyed that night when I became a double, above-the-knee amputee.”

Rivera was driving home from Foxwoods Resort Casino when she swerved off the right side of Hamilton Avenue and struck Laribee and her then-boyfriend, Joseph Patch, as they were retrieving items from a parked car, according to police. Patch suffered a collapsed lung.

Though Rivera admitted she had been drinking while gambling at Foxwoods, police did not arrest her for more than three hours after the incident and did not charge her with driving under the influence.

Rivera, who came to court with family members and wore a gray sweatsuit in anticipation of her imprisonment, stood with her attorney, Theodore Kowar, and declined to make a statement.

At Laribee’s request, the two women had met in prosecutor Thomas DeLillo’s office while the court case was pending.

“I wanted to have a sit-down meeting with her,” Laribee said. “I wanted to see her on my own. She was crying and said she has to live with this every day. I said, ‘How do you think I feel?’”
